Transcending Regional Boundaries

KITACO stands for the municipalities of Kiblawan-Tampakan- Columbio in Southern Philippines. Lying at the core of three provinces and two regions, Davao del Sur in Region XI, South Cotabato and Sultan Kudarat in Region XII, KITACO municipalities adopts an integrated, concerted approach to development. In October 2005, the three local government units discussed peace and order as a common cooncern and later expanded the perspective into a strategy of cooperation and partnership to bring growth and progress at the fore.

A Partnership for Development

The KITACO Growth Area shares one vision - to transform lives in pursuit of the general welfare of its people and environment. It aims to accelerate the socio-economic condition of three municipalities through synergy, collaboration and complementation.

Goals and Objectives

Goal 1: To become God-loving and empowered citizens Objectives:
  • To be more respectful of one another’s religion and culture • To be more politically, socially, economically and culturally empowered
  • To preserve and respect sacred places of worship within B’laan ancestral domain areas
  • To recognize and respect the process of free and prior informed consent before any development is introduced within ancestral domains
  • To respect the rights of Indigenous Peoples (IPs) to self-determination
Goal 2: To enjoy a peaceful and orderly condition in KITACO; likewise to develop progessive communities Objectives:
  • To reduce crime incidence to at least 5 % per year
  • To increase crime solution efficiency to at least 5 % per year
  • To present recommendations for the resolution of political boundaries among the 3 municipalities to their respective local government units and Sangguniang Panlalawigans (SPs)
  • To resolve issues about KITACO concepts
  • To establish operational policies of KITACO
  • To reduce Internal Revenue Allotment (IRA) dependency by 70% per year within the next 10 years
  • To increase household income by at least 5% per year
  • To increase access to quality education services and facilities
  • To increase access to quality health services and facilities
  • To provide fire protection services
  • To become a preferred area for investment

A Technical Working Committee (TWC) shall be created to translate the development goals into concrete specific projects in the KITACO Growth Plan.

Profile: The Growth Area

Land Area KITACO has a total land area of approximately 160,432 hectares. Columbio is the largest municipality at 92,615 hectares followed Kiblawan at 39,007 and Tampakan at 28,810 hectares. People The total population of KITACO reached 94,959 based on the 2000 Census. Major tongues are Cebuano, Ilocano, Ilongo, B’laan, Hiligaynon and Maguindanaon. Potentials Potentials areas in KITACO are eco-tourism, agricultural development, agro-forestry, mining and quarrying, agro-industrial, grassland and pastureland among others.
